Job Description
The Supply Chain Portfolio Manager/Program Manager will be responsible for leading all aspects of the Supply Chain Project portfolio and program management. This includes planning, execution, timing, functionality, quality, communication and cost to manage the completion of work for a specific area. The PM understands and controls the critical path of projects, contingencies, scope changes and budget. The PM coordinates the day-to-day activities of the project team(s), as they relate to program/portfolio level work from original concept through final implementation, closeout and ensure that resources are used efficiently. The overall responsibility is to ensure that projects are delivered on time and within budget and that it meets or exceeds expectations. Partners with the Enterprise Portfolio, Program, and Project teams to ensure governance, compliance, and alignment. Partners with group Portfolio Manager(s) to understand the scope of Supply Chain projects and interdependencies to manage risks, issues, and actions at a cross-functional or team level to fill in gaps and facilitate hand-offs.

Project Mobilization:
  • Assembles key players on the team(s) and nurtures internal working relationships across the enterprise which fosters the development of cross functional teamwork.
  • Outlines program or project responsibilities and task interfaces, directs, motivates and manages the work and resources involved within programs/projects.
  • Ensures timely activity, integration and productivity of technical support and administers efficient use of resources to meet requirements with clear identification of task completion.
  • Questions ambiguous responsibilities and manages conflicts to an early resolution and escalation of any unresolved issues.
  • Plays a support role with technical solutions ensuring all groups’ responsibilities are included.
  • Serves as a point of contact for the team with Enterprise teams needing work from the Supply Chain team
  • Facilitates the creation and finalization of the project portfolio scope within Supply Chain.  Works with business team and technical teams to confirm completeness of documentation and identification of all impacted teams based on planned scope. 
  • Ensures required document review and approvals.
  • Understands and advocates for the working model to ensure compliance and controls.

 Project Monitoring:
  • Facilitates creation of work breakdown structures, develops and updates roadmaps, project schedules/plans with actual and forecasted deliverables and manage deviations from plan.
  • Analyzes validity of schedules submitted by outside parties contributing to the project.
  • Distributes schedules in various formats and detail to suit different users or audiences. Advocates for modernization in how to effectively present information to internal teams and business partners.
  • Monitors actual project progress, compares to baseline and reports progress against schedule.
  • Ensures timely activity, integration and productivity of technical support and administers efficient use of resources to meet requirements with clear identification of task completion.
  • Questions ambiguous responsibilities and manages conflicts to an early resolution and escalation of any unresolved issues.
Managing Project Risk:
  • Identifies risks and uses proven techniques to assess and mitigate.
  • Documents the impacts on schedule of proposed changes and develops program solutions to minimize the impact and ensure alignment to time and scope.
  • Examines risks associated with the work, proposed contracts and major changes, and makes recommendations for handling or equitable sharing.
Work Completion:
  • Upon project completion or premature cessation, ensures the closing of all project documentation and archives actual appropriate records and achievements for estimating future similar projects. Works closely with Project Managers to ensure projects are closed in a timely manner.
  • Ensures project managers coordinates practical details of the transfer of the care, custody and control of the final product including assembly and transfer of operational and maintenance documentation.

? 5+ years’ industry experience as a program or product manager within a technology environment, with a progressive record of successful delivery of complex solutions, systems, or services. 
? Familiarity with Supply Chain development and enterprise solutions, such as web services, workflow modeling and enterprise application integration.
? Detail oriented; able to prioritize, speak and direct as a business leader; problem solving skills a must.
? Effective written and oral communication with multiple levels of business and technical leadership.
? Knowledge of portfolio management processes, go to market strategies, and program management
? Awareness of finance and general accounting practices, related to project management - including budgeting, invoicing, purchase orders, and accounts payable.
? Experience working in a technical industry.
? Experience working on projects in a wireless industry.
? Must be able to communicate with others effectively through written communication methods.
? Thrives in a fast-paced environment and adaptable to change
? Able to see around corners and fill into a key leadership role on the team.
? Able to build solid working relationships with people at all levels

Minimum Qualifications
? Bachelor’s Degree in computer Science, Business Administration, Project Management or combination of equivalent experience and education.
? Certifications in focused areas such as project management, agile methodologies, product life cycle processes, or any related industry certifications are desired.
